Legislative branch has two houses. The House of Representative and the Senate are the two houses. Such split was brought about by the Great Compromise of 1787 that attempted to resolve issues of representation for states with large population vs. those states having smaller ones. After every two years the member of the lower chamber are elected. Each state is guaranteed to have one representative regardless of the population size. Next is lawmaking process. New laws are drafted in a process where a member of the Congress introduces a bill. A law proposed by a member of either Houses tend to be a bill. Upon introduction of this bill it then goes to a committee for consideration which is comprised of experts on specific subjects. The committee can either reject or approve the bill. Rejecting it means it will not go further. There is debating and voting of the approved bills now! The bill goes to the President. In here the President can either sign the bill into law or veto it which failure to such options within three days, the bill now becomes law automatically.

It’s an unofficial tradition in which the senators delay the voting of a bill by speaking about the subject for an extended length of time. There is also conference committees. It helps resolve differences between the Senate and the House. Passing different versions of a bill by the House and the Senate calls for the conference committee to discuss the differences. Significant changes or new provisions are made in this case. The new bill after completion is then voted and later proceeds to the President.
Presidential veto. Presidents tend not to have ability to make new laws without working with Congress. It means that there is following of a certain procedure where the President have ten days to sign, veto or ignore this bill.
